About Us

Principal and owner of Black River Land Surveying Co. Paul Bragger is a New York State licensed land surveyor with more than twenty years of surveying experience. From large scale boundary projects to complex civil engineering projects and environmental studies, Paul brings an impressive wealth of knowledge and attention to detail to each unique project.

A lifelong fisherman and avid hunter, Paul attended The Ranger School at the State University of New York College of Environmental Science and Forestry (SUNY ESF) at Wanakena where he studied forestry and land surveying. Growing up fishing with his dad, Paul always knew he loved being outdoors in nature. After spending a summer working in land surveying in college it was clear that surveying would play a big part in Paul’s future.

After graduating college Paul began working as a survey technician. His initial focus was in boundary surveys and NYS DEC projects before working for Jefferson County as a junior civil engineer. This next step in his career earned him extensive experience working on bridges, culverts and environmental studies including permitting. As his experience grew, Paul gained knowledge in more complex construction projects, ultimately resulting in becoming a New York State licensed land surveyor.

A native of Watertown where he currently resides with his wife and family, Paul is proud to offer full service land surveying in Watertown, Jefferson County and across Upstate New York for both residential and commercial clients.
